Singh was born in Gah, which is now a part of Punjab, Pakistan, Singh and his family migrated to India when the partician is completed in 1947.

During 1966–69, Singh worked for the United Nations after awarded his doctorate in economics from Oxford University. Singh was appointed as an advisor in the Ministry of Commerce and Industry, by Lalit Narayan Mishra, was the begining of his bureaucratic career. Between the 1970s and 1980s, Singh held some remarkable designations to Government of India such as Chief Economic Advisor (1972–76), Reserve Bank governor (1982–85) and as Planning Commission head (1985–87).

Singh implemented several structural reforms as a Finance Minister, that liberalized India's economy, during that period Prime Minister P. V. Narasimha Rao, on in 1991, when India faced a severe economic crisis, it enhanced Singh's reputation globally as a leading reform-minded economist.

Singh served as Leader of the Opposition in the Rajya Sabha (the upper house of the Parliament of India), during the government of Atal Bihari Vajpayee, between 1998–2004.

Singh's first ministry came to power in 2004, under the Congress party United Progressive Alliance (UPA), its chairperson was Sonia Gandhi. Singh's premiership executed several key legislations and projects, including the Rural Health Mission, Unique Identification Authority, Rural Employment Guarantee scheme and Right to Information Act.
